More proof that Bowser is great at talking vaguely and broadly about what should be done, but when it comes to details, we should all just give up. Yes, Metro needs an outsider - at least to WMATA - who will perform a full audit and implement the recommendations from that audit. In the meantime, this otherwise seems to be a case of "meet the new boss, same as the old boss." Boswer's plans seem to involve studying item after item that has already undergone study (16th Street anyone)? It may be worth looking at tweaking WMATA's LRP, but they don't need a new one right now. They need to fix their organizational culture, fix their tracks, and fix their cars. That's not rocket-science, and as a trained planner, even I know there's a point where the planning has to stop and the implementation has to start. Until that happens, WMATA ridership will continue to decline, customer satisfaction will continue to decline, and and frustration will continue to boil over. So to Mayor Bowser, and Govs. Hogan and McAuliffe, stop planning, stop pontificating, stop with the conjecture, and demand real change. Not soon, but now.
